Scope of Position

The Associate Director, Regulatory and Legislative Affairs will engage public policy efforts related to wind (including offshore wind), solar, energy storage, green hydrogen, and transmission, as well as other technologies as determined by EDF Renewables, in U.S. states covered by the Western (WECC) interconnect. Working with other Regulatory and Legislative Affairs staff, the Associate Director will provide ongoing analysis and information to EDFR's development and asset management staff for the identification of new market opportunities, response to new opportunities, and optimization of EDFR's project assets at those relate to public policy developments. The Associate Director will also assist with corporate outreach efforts related to key state and federal policies, including outreach to the federal Congressional delegation in Western states. The Associate Director will assist with strategy, advocacy, monitoring and/or internal reporting related to at least one specific federal issue area and may contribute to programmatic federal political outreach as determined by the Vice President.

State-level policies to advance, protect and monitor include the following: demand-pull policies such as renewable portfolio standards, utility procurement policy, state integrated resource planning, and greenhouse gas regulation; taxes including incentives, property tax, and sales tax at both the state level; policy related to transmission planning, authorization and execution, working with EDFR's regional lead on transmission policy; and project permitting/siting. Policymaking arenas will primarily be state legislatures, state executive agencies, governors' offices, transmission operation authorities, and state public utility commissions. The position will also entail direct support and leadership for federal activities such as U.S. Congressional outreach and could entail strategy, engagement, internal advocacy, and monitoring of a specific policy issue area.

Responsibilities

External Representation

    Advocate for EDFR in state legislatures, executive branch, and public utility commissions.
  • Advocate for EDFR with federal officials including members of Congress and their staff.
  • Represent EDFR in various trade associations and on boards of such trade associations as appropriate. Serve as Chairperson for trade associations and lead association governance and strategy in that capacity. Provide leadership on industry advocacy strategy on state and specific federal issues.
  • Work productively with other, non-government stakeholders including electric utilities, renewable energy companies, energy consumer groups, environmental groups, trade unions, business associations, and others.
  • Create and execute advocacy strategies to advance public policy goals, potentially across multiple corporate regions.

Internal Planning and Coordination

  • Solicit internal input from key EDFR leaders, drive internal discussions on policy positions, make policy recommendations to EDFR management, and update EDFR management on key policy developments.
  • Work closely with multiple EDFR regional development offices and corporate groups to support their efforts in expanding and maintaining markets and to support project-specific efforts on business development and asset management.
  • Hire and manage employees, consultants and interns, as needed, to facilitate important regulatory and legislative goals and objectives when additional resources must be brought to bear.
  • Design and run corporate campaigns and outreach efforts to relevant policymaking bodies and the media to affect change in support of corporate goals, and in close coordination with corporate communications, human resources, and other relevant departments.
  • Assist with corporate efforts that can apply nationally on programmatic issues related to tax, demand-pull, siting, grid operation, and other policy areas.
  • Participate in an internal working group on ISO-specific policy monitoring and advocacy, bringing together Development, Generation and VaT.

Provision of Information/Analysis

  • Research/analyze legislative and regulatory issues in current markets, using both qualitative and quantitative techniques and frameworks.
  • Keep well informed on key regulatory and legislative developments that affect wind, solar, energy storage and green hydrogen development and operations, and apprise EDFR internal groups of such developments. (8%)
  • All other duties as assigned by the Vice President, Regulatory and Legislative Affairs or his/her designee.

Supervision of Others: Supervises between 4-6 consultants.

A Director level role is expected to take on more complex projects and leadership assignments and those that have greater visibility and risk compared to an Associate Director.

Qualifications

Education/Experience -

  • Bachelor's degree in public policy, business, law, and/or economics. Graduate degree highly preferred.
  • Associate Director: Requires at least 8 years of relevant work experience, including energy and environmental policy, project development, political organizing, deal origination, and/or energy asset management.

    Director: Requires at least 10 years of relevant work experience, including energy and environmental policy, project development, political organizing, deal origination, and/or energy asset management.

Skills/Knowledge/Abilities -

  • Strong familiarity with key renewable energy policies and market issues affecting renewable energy project development in the short term and long term. Ability to foresee market needs before they materialize and then act accordingly is a strong plus.
  • Ability to prioritize efforts based on internal priorities and external developments, given the vast array of issues in play in the given geographic area.
  • Experience in managing a budget and/or a team of employees and/or consultants to achieve organizational goals.
  • Ability to write and orally present clearly, concisely, and compellingly.
  • Extroverted nature with an ability to connect with individuals from diverse professional and social backgrounds.
  • Comfort with providing both in-depth analysis and conclusions by deliberately synthesizing economic, commercial, political and legal information, as well as policy positions in fast-paced situations with little lead time and based on limited information.
  • Proficiency in Microsoft Word, Outlook, PowerPoint and Excel.
  • Willingness to travel 40% of the time on average.
  • Ability to work remotely to achieve objectives while maintaining a strong working relationship with internal staff located in various offices in the U.S.

Working Conditions:

70% of time is spent in the office environment, using computers (frequent use of various Microsoft software/programs), phones, and general office equipment. 30% of the time will be spent outside of the office as an advocate for EDFR in state legislatures, executive branch, and public utility commissions, in various trade associations, at the federal level and in internal meetings.

The salary range for the Associate Director, Regulatory and Legislative Affairs is $130,000 - $175,000

The salary range for the Director - Regulatory and Legislative Affairs is $148,000 - $197,500
