We are looking for a passionate Human Resource Director to lead our Human Resources and Employee Learning and Development Teams! In this senior leadership role, the Human Resource Director will lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) and the Employee Learning and Development (ELD) Departments, ensuring legal compliance and implementation of the organizations mission and talent strategy. This position will report to the President and CEO.

What You Will Do:

  • Oversees the development and implementation of all Human Resources Programs through the Human Resources Team. Monitors program administration to established standards and procedures. Identifies opportunities for improvement and resolves any discrepancies.
  • Oversees the implementation of Employee Learning and Development initiatives and helps in developing the facilitation of professional development, training, and certification activities for all agency staff.
  • Oversees and manages the work of the Human Resources team and Employee Learning and Development leader and encourages the ongoing development of the Human Resources team.
  • Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organizations human resource compliance and strategy needs.
  • Collaborates with Executive and Senior leadership to understand the organizations goals and strategy related to staffing, recruiting, and retention.
  • Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
  • Administers or oversees the administration of all human resource programs including, but not limited to, compliance, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; recruitment, productivity, recognition, and morale; occupational health and safety; and training and development.
  • Conducts research and analysis of organizational trends including review of reports and metrics from the organizations human resource information system (HRIS) or talent management system.
  • Monitors and ensures the organizations compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
  • Leads the performance management process that includes performance development plans (PDPs) and employee development programs.
  • Is the lead for all employee relations and is primary in handling all discipline and/or termination processes involving agency employees in accordance with federal laws, state laws and agency policy.
  • Assists with developing and implementing the Human Resources and Employee Learning and Development departmental budgets.
  • In conjunction with the CEO and CFO, obtains cost effective, employee serving benefits; monitors national benefits environment for options and cost savings and maintains a relationship with our benefits broker.
  • Attends and participates in all required meetings.
  • Performs work and represents AzCA in accordance with our mission, vision and values and Foundations for Success.
  • Maintains consistent attendance and punctuality to provide consistency in serving our agency employees.
  • Performs other duties as assigned, which are consistent with the general responsibilities of the position.

Minimum Education & Experience:

 

  • Bachelors’ degree in Human Resources, Business Administration, or related field; Master’s degree preferred. Must have a minimum of 5 years’ experience within the HR field supervising and leading a HR Team.
  • PHR or SPHR or SHRM-CP or SHRM-SCP highly preferred.
  • Or, Equivalent combination of education and experience to be able to perform the essential functions is required.


Minimum Qualifications & Requirements:

  • Must be 21 years of age (licensing requirement).
  • Possess a valid Arizona driver's license and be insurable under the agency's automobile policy.
  • Must be able to provide own transportation to and from clients' homes and/or other relevant organizations/agencies
  • Must be able to provide DPS fingerprint clearance.
  • Must be able to meet training and agency compliance requirements for the position.
