Position Summary

Odyssey Systems has an exciting new opportunity for an Acquisition Specialist supporting the Naval Health Research Center (NHRC) - San Diego. NHRC optimizes the operational readiness and health of our armed forces by conducting research, development, testing, and evaluation to inform Department of Defense (DoD) policy.

Responsibilities

Duties include, but not limited to:

    Military Medicine R&D Acquisition Strategy and Planning support - This includes reviewing and advising on compliance with FAR 7.102 (agencies shall perform acquisition strategy), FAR 7.104 (acquisition planning should begin as soon as the agency need is identified); as well as other Code of Federal Regulations (CFR), Department of Defense Financial Management Regulations (DoD FMR), Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), Department of Defense Grant and Agreements Regulations (DoDGARs) Department of Defense (DoD) or Secretary of the Navy (SECNAV) regulations and directives, such as human use, animal use, personal services, health care, non-DoD contracting, socio-economic goals, and assistance agreements. Contractor will assist Government staff with coordination with various US Government contracting agencies to utilize existing contracting vehicles for medical R&D, as well as advisement on innovative contract vehicles that meet the specific needs of military medical R&D requirements.
  • Requirements Package Preparation - This includes such requirements package tasks as: preliminary market research (including consideration of small business participation), recommendations for commercial item use use of contract versus assistance agreement recommendations, acquisition strategy and plan preparation/recommendation, justification & approval preparation, NAICS code, severability recommendations, non-personal services recommendations, health care worker recommendations, indemnification and medical liability insurance or Federal Tort Claims research involving human subjects recommendations, animal use recommendations, and institutional review board recommendations.
  • Request for Proposal (RFP) Preparation - This includes such RFP tasks as: assist and advise on drafting statement of objectives (SOO), statement of work (SOW), performance-based work statement (PWS)DD254, make recommendations for quality assurance surveillance plan (QASP), contract data requirements list (CDRL) and indemnification and medical liability insurance versus Federal Tort Claims.
  • Contract Award Preparation - This includes, but not limited to, such contract award tasks as: assist with preparation of funding documents for incrementally funded contracts, broad agency announcement documentation, and preliminary OCI mitigation plan review. Preparation and advisement on Simplified Acquisition Procedures (SAP), and Federal Supply Schedule (FSS) Delivery Orders.
  • Post-Award Preparation/Contract Administration - This includes, but is not limited to, such post-award and contract administration tasks as: assist with coordinating kick-off meetings, assist with preliminary invoice review, organize and maintain contract documentation and files, assist with preparation of funding documents, assist with tracking and maintain Contracting Officer's Representative (COR) documentation and files, assist with preparation of monthly COR reports and ODC and travel request and costs, Contractor Performance Assessment Reporting (CPARS) reporting facilitation, and coordinate modification requests with the contracting agency (per Government request).
  • Contract Closeout - This includes such contract close out tasks as: assisting with the reconciliation of supporting documents such as invoices, Proof of Delivery (POD), and Report of Inventions and Subcontracts (DD Form 882s).

Qualifications

Minimum Required Qualifications:

Citizenship: Must be a US citizen

Clearance: Secret (able to obtain upon hire)

Education: Undergraduate degree OR a minimum of 1 year experience in federal contracting

Experience: Possess knowledge of FAR and DFARS
