Position Summary


The Assistant Director of High School Partnerships oversees the development and management of accelerated learning opportunities. Connecting approximately 2000 students across 36 high schools with opportunities at RCC. This role collaborates with high school administrators, counselors, and district leaders, as well as college management, faculty and staff, to design and implement a strategic high school enrollment plan aligned with the College's strategic initiatives. The Assistant Director ensures compliance with educational standards and regulations, evaluates program effectiveness, and leads a team dedicated to enhancing high school student enrollment and success. This position plays a crucial role in bridging the gap between high school and higher education, fostering pathways that support student transitions and achievement. The Assistant Director plans, organizes, establishes priorities, manages staff, and directs the day-to-day operations of the department. The Assistant Director is responsible for accreditation activity for dual credit and accelerated learning programs.

Primary Responsibilities


1.


Student Learning and Success Administration & Leadership
  • Fosters and maintains partnerships with local high schools, industry partners, and community organizations to enhance student pathways from high school to higher education.
  • Provides leadership in strategic planning and implementation of programs that bridge the gap between high school and college education, aligning with the college's strategic goals.
  • Ensures compliance with educational standards and regulations, including FERPA and state educational guidelines, in the administration of high school partnership programs.
  • Supervises and develops staff involved in high school partnership programs, ensuring professional growth and alignment with department goals.

Department Operations
  • Oversees the department's daily operations, ensuring efficient administration of dual credit and early college enrollment and high school partnership programs.
  • Allocates resources effectively and supervises staff, ensuring alignment with the department’s goals and the college’s strategic initiatives.
  • Responsible for developing and managing the department's budget using a zero-based budget model, actively seeking and applying for funding opportunities as appropriate.
  • Collaborates with other departments and external partners to improve program outcomes and resolve operational challenges.
  • Leads efforts to improve department operations through process evaluation and the implementation of innovative strategies.

High School Enrollment Management
  • Develops and executes a dynamic, comprehensive high school enrollment plan that aligns with the college's strategic initiatives and goals.
  • Uses data analysis to monitor and evaluate the effectiveness of enrollment strategies.
  • Fosters and maintains strong relationships with high school partners, industry, and community organizations.
  • Coordinates and supports the operational aspects of high school enrollment programs, ensuring seamless transitions for students from high school to college.

Institutional Collaboration
  • Works collaboratively with various college departments and external stakeholders to ensure the alignment and integration of high school partnership programs with broader institutional goals.
  • Serves on college committees and councils to represent and advocate for high school partnerships.
  • Establishes and maintains relationships with educational institutions to support the expansion and improvement of high school partnerships.
  • Engages local leaders to explore opportunities for expansion of programming, both credit and non-credit.
  • Oversees, in conjunction with the Director of Admissions & Recruitment, programmatic efforts to recruit and retain high school students in RCC programs.
  • Oversees outreach and recruitment efforts and works with high schools to build opportunities for high school students to access opportunities
  • Delegates and oversees trainings and collaborative efforts to ensure that essential partners are engaged with the enrollment activities

Oversee College Now, Early College, and Contracted Classes
  • Oversees the operational and strategic aspects of the College Now, Early College, and contracted classes programs.
  • Facilitates communication and collaboration to maintain consistency and quality in dual credit, early college and contracted class offerings.
  • Ensures all contractual agreements and MOUs with high schools are up-to-date and compliant with legal and educational regulations.
  • Maintains and enhances the accreditation standards for dual credit programs, ensuring compliance with state and national educational guidelines,
  • Manages the creation and distribution of marketing materials to promote dual enrollment programs to teachers, high school partners, students, and families.

Qualifications & Additional Position Information

Minimum Qualifications
  • Education – A Bachelor’s degree in education, business administration, public administration, or a related field is required.
  • Experience – A minimum of 3 years of progressively responsible experience in positions that include: Managerial, supervisory, or leadership roles (minimum 1 year) and Program management or coordination, advising, high school teaching, college instruction, student services, or enrollment management positions (minimum 2 years).
Only degrees received from an accredited institution will be accepted: accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.
Any satisfactory equivalent combination of education and experience which ensures the ability to perform the essential functions of the position may substitute for the requirement(s).

Preferred Qualifications
  • A Master's degree in education, public administration, or a related field.
  • Certifications related to education management, program evaluation, strategic enrollment management, or leadership are preferred.
  • Experience working in a community college and/or high school setting. Direct student contact as part of job duties and conflict management and resolution.

Other Requirements
  • For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

  • This position functions as an in-person work arrangement, working on-campus with either a set schedule or flexibility depending on operational needs.

  • Manual dexterity and coordination are required for less than half of the daily work period which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment. While performing the duties of this position, the employee is frequently required to stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires some mobility including the ability to move materials up to 5 pounds daily and 5-25 pounds rarely. This position requires both verbal and written communication abilities.

  • While performing the duties of this position, the employee is primarily working indoors in an office environment. The employee is not exposed to hazardous conditions. The noise level in the work environment is usually moderate and lighting is adequate.

 

Additional Posting Information

This is a Managerial/Supervisory position in the Human Resources Department. Starting compensation will be based on Grade K of the salary schedule, in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook. The compensation estimation below is based on the 24-25 salary schedule.
