Want to be part of a world-class team driving business and projects to success at CAES? This high visibility role reports into the Program Management Office (PMO) at CAES Defense Systems Division. The Program Manager will support the Defense Systems business on key programs that interfaces with our Prime Contract customers. The position will be responsible for all stages of the program life cycle with major customers, managing internal engineering and manufacturing plans, status reporting to customer for development and production orders, and ensuring on time completion of contract obligations.


Responsibilities

Proposal Activities

  • Exercises responsibilities for the initiation, orchestration, review, approval and timely submission of program proposals.
  • Reviews and analyzes Request for Proposal (RFP) including technical, schedule, cost and contract requirements; coordinates proposal inputs with other departments.
  • Reviews Basis of Estimates (BOEs) for labor and materials supporting functions and prepares BOEs for Program Management in support of proposal preparation.
  • Participates in contract negotiations with internal contract administration staff and customers; establishes and monitors close liaison with customer representatives.

Program Execution

  • Leads development and maintenance of program plans and budgets covering the technical, financial and schedule aspects of the program.
  • Determines the allocation of funds necessary for performance of approved work and reallocations as necessary due to changing conditions.
  • Monitors and manages orders, revenue, profit, and cash to ensure programs stay on track meeting financial commitments.
  • Reviews estimates of material, equipment, labor costs, and ODC requirements to ensure completeness and accuracy. Leads preparation of periodic Estimates-at-Complete (EACs)to ensure financial goals are met.
  • Ensures establishment and maintenance of the management control system for providing visibility on all phases of program performance.
  • Defines and communicates the scope of work under the contract and monitors work activities to ensure they are within the contract funding limits.
  • Initiates corrective action when actual performance deviates or is predicted to deviate from established program plans.
  • Ensures compliance with Government, Company, customer, and industry specifications and regulations (e.g. FAR, DFAR, ITAR etc.).
  • Ensures adherence to all contractual, legal, and regulatory requirements on proposals and contracts.
  • Identifies program follow-on and other business opportunities related to assigned programs, and recommends appropriate action in plans and strategies.

Communication

  • Establishes and maintains personal, professional and technical image and relationships in the associated professions, customer communities, and within the Company in accordance with our company's values.
  • Coordinates Company position and serves as primary representative in dealing with the customer and related contractors regarding program matters.
  • Assures that properly coordinated and timely responses are provided to all queries received by the Company in regards to assigned programs.
  • Established and maintains strong business relationships with customers to establish trust between companies, manage expectations, and identify follow-on business opportunities.
  • Communicates program progress and deviations to all level of Leaders and to applicable functional departments; recommends/implements corrective action as necessary.
  • Requests amendments to or extensions of contracts via Contracts staff.
  • Ensures the maintenance of accurate and complete contract and proposal files.

Qualifications

Minimum Qualifications:

  • Bachelor's degree in business or technical field.
  • Minimum of two (2)+ years' experience in program management with a concentration in the electronics/communications industry supporting U.S. DOD or foreign military governments.
  • This position requires access to technology, materials, software or hardware that is controlled by US export laws. In order to be eligible for this position, you must be a "US Person" under US export laws (or eligible for approval under a U.S. Government export license).
  • Ability to obtain and maintain a security clearance.

Preferred Qualifications:

  • Master's degree and five (5)+ years' experience in a technical, business, or financial discipline with professional level courses in contract administration.
  • Aerospace and/or defense industry experience.
  • Experience in Technology Development Programs, manufacturing technical products, and/or RF/Microwave Products.
  • PMP Certification.
  • Experience as a key advisor and managing program(s) that reflect moderate risk and complexity or deputy responsibility for a large complex program.
  • Experience managing program(s) that reflect moderate risk and complexity or deputy responsibility for large complex program(s).

Salary Range: $89,000 - $146,000 annually (San Diego, CA).

Employees may be eligible for a discretionary bonus in addition to base bay. Applicable pay within the posted range may vary based on factors including, but not limited to, geographical location, job function of the position, education, and experience of the successful candidate. CAES provides a variety of benefits including health insurance coverage, life and disability insurance, 401K, paid holidays and vacation.
