We are seeking a motivated, senior engineer to lead the development of kill chain capabilities at APL. This position will serve as a resource for increasing the impact of the Intelligence Surveillance Reconnaissance and Targeting (ISR&T) Program Area. This position will be responsible for developing tasking, managing staffing and project schedules, and providing leadership and direction to staff assigned to prototype development efforts. This position resides in the ISR&T group, reporting to the ISR&T Program Area Manager.

 

As an ISR&T Engineer, you will focus on...

  • Mission Effectiveness - Work with the program area team in leading prototype development efforts and related ISR&T efforts.
    • Contribute actively to vision and strategy development for emergent efforts and future challenges.
    • Develop relationships with government and industry stakeholder leadership to ensure that APL is making critical contributions to the development, integration and evaluation of new kill chain capabilities.
  • Organizational Competencies - Work with program and FPS leadership to ensure that the depth and breadth of our staff competencies meet the current and future needs of our organization to enable thought leadership and high-impact contributions.
    • Foster collaboration with APL line management to define and communicate project priorities and address technical and programmatic risks.
    • Develop an understanding of ISR&T competencies necessary for current and future work. Work with line supervisors to identify areas of need for increased depth and breadth for hiring and training.
  • Staff Development - Actively engage and partner with staff to assess areas for their future growth, establish a development plan to address those areas, identify opportunities for growth, and provide coaching along the way. Identify or develop the necessary training for staff to grow and learn key competencies.
  • Resources - Continually evaluate and improve the Laboratory’s resources in software development, computing facilities and infrastructure to support ISR&T development activities.
  • Functional - Efficiently and effectively execute the management and technical responsibilities of the ISR&T Engineer role.
    • Develop and negotiate tasking with stakeholder leadership. Lead the execution of those tasks to ensure that all milestones and products are delivered on time and within budget.
    • Coordinate with stakeholder leadership and staff to ensure alignment of development efforts with other ISR&T activities.
    • Ensure that appropriate Quality Management processes are utilized to deliver quality products to the sponsor, including developing Task Management Plans, Risk Assessments and Product Realization Plans.

Qualifications

You meet our minimum qualifications for the job if you...

  • Have a Bachelor's degree in a relevant technical discipline such as engineering, physics, mathematics, computer science, operations research or another similar field.
  • Have extensive technical, operational, organizational, technical development, analysis, or systems engineering experience in DoD systems.
  • Have demonstrated effective technical task leadership experience with over 20 years of experience in complex programs for the US DoD and IC.
  • Have general domain knowledge of Intelligence Surveillance and Reconnaissance technologies, Concepts of Operations (CONOPs) and mission planning.
  • Have demonstrated understanding of systems engineering, design optimization, and modeling and simulation practices.
  • Have the ability to form strong, trusted relationships with sponsors and interact effectively with high-level DoD military and civilian leaders.
  • Have demonstrated abilities in team leadership, organization and planning, interpersonal communication, coaching, and mentoring.
  • Have excellent oral/written communication, interpersonal, problem-solving, and organizational skills.
  • Are able to support occasional travel (10-25% of the time) required to acquisition and operational commands as well as industry locations across the Continental United States, such as NAS Pax River, Washington Navy Yard/DC Metro Area, San Diego, and Hawaii.
  • Hold an active Top Secret security clearance and can ultimately obtain a TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
