Supervises Management, Administrative/Confidential, Faculty, Classified, Student, Volunteer, and/or Temporary Staff of assigned department(s).
Position Summary

The Executive Director is the key leader of the Foundation, overseeing the administration of its strategic planning and operations. The Executive Director is responsible for achieving the organization's mission and financial objectives while building positive public awareness through fundraising that will support the college and its students. The Executive Director clearly articulates the vision, mission, and strategic direction of the Foundation.

Primary Responsibilities


1.


Leadership
  • Actively engage and energize Foundation board members, committee members, funders, partnering organizations, alumni and volunteers.
  • Develop ongoing programmatic excellence, rigorous program evaluation, and consistent quality of finance administration and systems.
  • Lead, coach, develop and retain a strong fundraising team.
  • Develop, maintain, and support a strong board of directors.
  • Attend college executive team meetings as well as policy and procedure review meetings each week with college leadership. Serve on college wide screening/hiring committees.

Fundraising & Public Relations
  • Solicit major gifts and work alongside the board and staff to develop actionable fundraising plans.
  • Develops and executes a diverse long-term funding plans in coordination with the college president and foundation board.
  • Work closely with the College President and Foundation Board to coordinate fundraising programs such as sponsorships, local grants coordination, corporate giving, donor-advised funds, alumni relations and planned giving.
  • Develop effective public relations, speaking with reporters, donors and other community members in collaboration with community and government relations through the President's office.
  • Provides oversight of staff regarding scholarship criteria, endowment agreements and procedures, to ensure resources are maximized. Works directly with donors and staff to develop endowment agreements and answer criteria questions.

Financial Management
  • Lead the annual audit in conjunction with an outside accounting firm.
  • Develop an annual budget with final approval of the Foundation Board. Track all general ledger accounts through monthly reconciliations of investments accounts, banking and fund records.
  • Ensure gifts are administered to honor donors' intents, investment policies, scholarship criteria, foundation bylaws, audit requirements, tax requirements, state requirements for charitable organizations and college policies.

Foundation Board Development
  • Keeps Foundation Board apprised of foundation operations and pertinent information about the college.
  • Assures a dynamic, influential Foundation Board of Directors by seeking out diverse community activists and supporters for potential Board membership.
  • Provide the board with opportunities for professional development through trainings offered by organizations including the Non-Profit Association of Oregon and Counsel for Advancement and Support of Education (CASE).

Compliance / Legal
  • Ensure compliance with college and foundation board policies and procedures.
  • Maintain internal controls as recommended by the outside audit firm to ensure checks and balances in all financial transactions both internally and externally.

Qualifications & Additional Position Information

Minimum Qualifications
  • Education – A Master’s Degree is required.
  • Experience – Five years’ senior level experience in marketing and fund raising.
Only degrees received from an accredited institution will be accepted: accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.

Any satisfactory equivalent combination of education and experience which ensures the ability to perform the essential functions of the position may substitute for the requirement(s).

Preferred Qualifications
  • Experience in a philanthropic setting strongly preferred. A Certified Fund Raising Executive (CFRE) certification and/or participation in a Mentorship program is preferred.

Essential Knowledge, Skills, & Abilities (Core Competencies)
  • Knowledge – Executive level office practices and etiquette, specific to non-profit leadership. Supervisory practices; philanthropic research and donor analysis techniques; working knowledge of IRS 501(c)3 statues. Deep knowledge of leadership theory and practice, performance-and-outcomes-based strategies specific to operations and fundraising. Strong understanding of marketing, public relations, and community and stakeholder engagement.
  • Skills – Action-oriented, entrepreneurial, adaptable, and innovative. This position requires interpersonal skills which allow positive communication with multiple and diverse constituents. Generate, analyze and present data. Must be comfortable leading, following, and being part of a group. Philanthropic research and donor analysis using technology; financial development tools; marketing concepts; concepts in public relations, advertising, internal communications, crisis communication, and community affairs; financial and accounting management concepts and procedures; strategic planning and budgeting practices; supervisory practices; federal and state laws and statutes as they pertain to fund raising and non-profits.
  • Abilities – Ability to exemplify traits that reflect the college's culture, including integrity, a customer service orientation, cultural competency, trustworthiness, flexibility, and willingness to change. Establish positive relationships; work effectively and collaboratively with community members, donors, board members, staff, and students; communicate effectively and respectfully at all levels; work in a team environment with diverse populations. Maintain high level of confidentiality; plan and manage a department budget; demonstrate highly effective interpersonal relationships, one-on-one, and as a team member; apply good problem-solving skills; cope effectively with conflict; motivate and inspire; supervise, train, and develop staff; operate computer and other standard office equipment. Physical ability to perform the essential job functions. Pass a criminal background check.

Other Requirements
  • For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

  • This position functions as an in-person work arrangement, working on-campus with either a set schedule or flexibility depending on operational needs.

  • Manual dexterity and coordination are required for over half of the daily work period which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment, or driving. While performing the duties of this position, the employee is frequently required to sit, stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires some mobility including the ability to move materials such as files and books up to 5 lbs. daily, over 5 lbs. rarely.

  • While performing the duties of this position, the employee is primarily working indoors. The employee may be exposed to hazardous conditions in the course of driving. The noise level in the work environment is usually moderate and lighting is adequate.

 

Additional Posting Information

 

This is a Managerial/Supervisory position in the RCC Foundation Department. Starting compensation will be based on Grade M of the salary schedule, in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook. The compensation estimation below is based on the 24-25 salary schedule.

Rogue Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
