Job Summary
The Deputy Chief of Police for Support Services is a sworn member of the UC Police Department executive leadership team and reports directly to the Chief of Police. Performs direct oversight of sections and units within assigned bureau. Develops and implements the Division’s strategic plan consistent with the Department's vision and plan. This role is responsible for developing strategies to prevent crime, communicate public safety issues to appropriate resources, and maximizes technology. This bureau is responsible for a 24-hour operation center and will require flexibility for awareness and efficiency to ensure public safety for the campus and designated boundaries within the surrounding community.
This position performs effectively in any of the Deputy Police Chief roles as assigned by the Chief of Police.
Responsibilities
- Works directly with key leaders at UCMED to include but not limited to, Vice President of Facilities, Environment Health & Safety, and Public Safety and Director of Public Safety.
- Provides direct management of activities associated with both Patrol of the UCMED, identifying best practices in medical facilities, and higher education law enforcement. Implements effective crime prevention, suppression, and investigative methods. Oversight includes activities within the UCPD jurisdiction including campus properties, non-campus properties and the University of Chicago Medicine facilities.
- Establishes goals, objectives, and initiatives and provides assessment data to other members of the Executive Team based on an established measurement system.
- Directly supervises and conducts performance evaluations for direct reports and others as assigned. Directs and approves performance evaluations in the Bureau. Meets regularly with managers and other team leaders to promote team building, resolve issues, and exchange ideas for improvement. Sets goals and follows through with team leaders to ensure direction is appropriate to achieve desired results.
- Works directly with UCMED director of public safety to fulfill a critical role in planning for, responding to and managing emergencies, threats, events, and other situations which compromise peace and order within the UCMED campus.
- Assists in formulating and implementing policies and procedures in compliance with The Commission on Accreditation for Law Enforcement Agencies (CALEA) standards.
- Conducts and oversees audits and inspections of internal operational processes within the designated units to ensure policies and procedures are applied consistently and assure compliance with regulatory entities such as CALEA, Illinois Law Enforcement Training and Standards (ILETS), and both the Illinois and United States Department of Education. Directs and initiates performance improvement plans and corrective action as needed.
- Analyzes crime statistics and trends through review of incident reports, statistical data and CompStat reports. Implements prevention and suppression strategies to eliminate or minimize the opportunity for crime trends to continue.
- Reviews activity reports of subordinate staff to ensure adequate supervision, activity and to determine resource allocation and deployment.
- Functions as a key member of the Executive Leadership Team and assists in making critical management decisions. Disseminates information regarding significant police related events or activities to Command Staff; prepares and reviews periodic activity reports for management. Willingly participates and provides input during periodic management meetings to keep top management informed of problems and concerns.
- Maintains positive liaison with all other University of Chicago departments, administrators, student groups, external community stakeholders and other law enforcement agencies. Position requires daily contact with members of the University and UC Medicine community to include students, parents, staff, faculty, physicians and visitors.
- Serves as formal and informal liaison to local, state, and federal law enforcement agencies to exchange information, provide assistance, or request assistance as necessary.
- Relays significant police related events or activities to UCPD management and other campus stakeholders as directed.
- Openly supports the mission and vision of the University of Chicago Police Department.
- Maintains an operation responsible for preventing and investigating crime law, resolving conflicts within the campus environment, and employing security services and programs.
- Develops and manages plans for and the response to campus emergencies, threats, events, and demonstrations.
- Ensures that policies and procedures are implemented consistently throughout the department, including accurate reporting in compliance with local, state, and federal regulations and higher education guidelines.

- Master's degree.
Experience:
- Seven or more years of increasingly responsible management experience as a supervisor, or ranking member of a law enforcement agency.
- Prior supervisory experience working in a campus law enforcement agency.
- Successful experience in management, budgeting, planning, supervision, and training.
- Campus law enforcement experience.
Certifications:
- Illinois Law Enforcement Training and Standards Board certification, including, if applicable, successfully completing Basic Recruit Training in a state certified academy within the first six months of employment.
- Valid driver's license that grants reciprocity in the State of Illinois or be eligible to obtain one and do so within 60 days of appointment.
- Successful completion, annually, of a department authorized and approved in-service training course consisting of a minimum of twenty (20) hours of instruction required and may be required to obtain specialized training or advanced education, i.e., FBI National Academy or the Northwestern University School of Police Staff & Command.
Technical Skills or Knowledge:
- Familiar with organizational staffing and human resources.
- Proficient in basic financial management methods, techniques and procedures.
- Knowledge of EEO/Affirmative Action guidelines for recruitment, selection and promotion.
- Knowledge of disciplinary and grievance procedures of the University.
- Write policy and procedures for department use.
- Use desktop computer, pager, two-way radio, firearms, handcuffs and other law enforcement equipment, Breathalyzer machine, radar equipment, fingerprint equipment, camera, copy machine, and telephone.
