President & CEO
The Maryland Information Network (MIN) is a 501(c)3 non-profit organization that uses information and technology to connect Marylanders to the health and human services they need to achieve a more stable life for themselves and their families. MIN is at an exciting time and seeks a new leader who is a strong relationship builder who will provide strategic leadership to build on the organization’s success.
The Organization
MIN powers 211 Maryland, the state’s 24/7 connector to health and human services. We connect diverse audiences across the state to the information they need, when they need it, through innovative programming and the 211 hotline. We also support a variety of related programs that leverage our call center network, texting platform, and online resource database for partners across the state. We are also a disaster response partner providing factual text alerts to Marylanders during emergency situations. MIN is a data service provider, with the most comprehensive database resources to respond to unmet health and human service needs in the state.
MIN is currently in the midst of both a leadership transition and an organizational transition, having grown significantly over the past 3 years. MIN has 5 staff and an operating budget of $4.7M. For more information, see https://mdinfonet.org
MIN programs include:
211 Call Center Network
211 is available 24/7 to connect Marylanders to health and human services resources through call, text and chat. Technology automatically connects callers to their regional call center to provide information on over 7,500 resources.
211 Health Check
This mental health check-in program provides weekly calls to support individuals. 211 specialists are accredited by the Alliance of Information and Referral Systems (AIRS) and/or the American Association of Suicidology (AAS).
Care Coordination
Hospital emergency departments have a single access point to 211’s statewide database of community-based resources and other behavioral health services. Through the powerful database, 211 can connect hospital discharge planners and patients to available, conveniently located resources and support them after discharge.
Maryland Access Point
Since 2021, MIN has worked with the Maryland Department of Aging to connect older adults and people with disabilities to resources through call, text, and web. The enhanced MAP website, powered by MIN’s resource database, features a searchable resource database to help the public and professionals identify and connect with resources.
Informational Text Messages
Upon request, MIN’s technology platform sends informational English and Spanish text messages to connect Marylanders to essential health and human resources. By texting a keyword, local resources and information are available immediately. We provide support for disaster preparedness and relief, kinship, immigrants, adult and teen mental health, older adults and adults with disabilities, substance use disorders, veterans and wellness.
The Position
Reporting to the Board of Directors, the Chief Executive Officer (CEO) will be the face of the organization in the public arena and work with MIN’s Board of Directors and MIN partners to support, guide and oversee the strategic direction of the organization. The CEO will have overall strategic, operational and administrative responsibility for MIN’s staff, programs and execution of its mission. In addition, the CEO will have a deep knowledge base of the political landscape in Maryland and interact regularly with legislators and state government agencies. MIN is currently a remote organization and the CEO may need to identify office space and migrate to a hybrid workplace.
Major Duties and Responsibilities
Strategic Leadership and Management
· Provide visionary and strategic leadership to MIN, guiding it towards achieving its mission
· Implement initiatives to ensure alignment with organizational objectives and community needs
· Oversee the statewide 211 system and Care Coordination services, ensuring efficient and effective operations
· Enable the Board of Directors to make informed decisions by providing timely and accurate updates on programs
· Provide timely reports to inform decisions regarding MIN programming and document program progress and success
Public Policy and Advocacy
· Engage local, state and national legislators to enhance their understanding of the MIN/211MD mission and vision and its relationship to their political agenda
· Advocate for policies and legislation at local, state and national levels that support the identified needs of the communities served
· Utilize 211 reporting data to inform public policy and advocate for improvements in state and local access to resources and service delivery systems
· Stay up-to-date and informed of legislation impacting MIN’s audiences
Fund Development and Fiscal Management
· Ensure adequate funding for planning, implementation and sustainability of MIN and the statewide 211 network
· Foster strong relationships with funders, stakeholders and partners to secure funding and support for organizational initiatives
· In collaboration with the Treasurer and/or Finance Committee, develop and propose the annual budget for the Board of Directors’ approval and ensure that operations adhere to the approved budget
· Assure overall financial alignment with the strategic plan and programmatic needs of the organization
· Provide oversight for the day-to-day financial activities of the organization
Community Relations and Outreach
· Serve as the primary spokesperson for the organization, enhancing its public image and visibility
· Lead implementation of comprehensive marketing and communication plans to increase public awareness and utilization of MIN services and the 211 system
· Identify and pursue strategic partnerships to further the mission
Near Term Priorities
· Become familiar with the business model of MIN
· Construct the infrastructure needed to support rapid growth
· Manage ongoing transitions
· Diversify funding streams
· Build strong relationships with staff, Board, partners, funders and legislators
Experience, Attributes and Qualifications
The CEO will be committed to MIN’s mission and have proven leadership and relationship management experience.
· Passion for and unwavering commitment to quality programs with a strength-based approach and the ability to work effectively in collaboration with diverse groups, including nonprofit organizations and government agencies.
· Proven leadership and management experience in an organization with a similar or related mission and comparable size, budget and staffing.
· Experience as a mission-driven, visionary leader with a strategic mindset balanced by attention to detail.
· Excellence in performance management with the ability to coach staff, manage, and develop high-performance teams.
· An entrepreneurial and innovative approach to business planning.
· Strong relational and communication skills with the ability to engage a wide range of partners.
· Strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal skills.
· Demonstrated experience with fiscal management, including responsibility for developing and managing a budget.
· Familiarity with Maryland, its government officials and agencies and the workings of nonprofits.
· Ability to work effectively in collaboration with diverse groups of people.
· Passion, commitment, integrity, a positive attitude, and self-directed.
· Experience participating on or reporting to a Board of Directors.
· Advanced degree required, or equivalent experience.
Salary is in the range of $120,000 – 130,000 based on experience. Relocation assistance is not available. This is currently a remote position and requires travel around the state of Maryland.
