Position Summary/Purpose of Position:
This is a multidisciplinary security position requiring a qualified security professional primarily in support of special access programs (SAPs). The Program Security Specialist (PSS) is responsible for the management, direction, administration and development of SAPs and procedures for those assigned programs that have contractually imposed security requirements more than the normal 32 CFR, Part 117, NISPOM Rule requirements. The PSS is the primary interface with government agencies regarding assigned program security matters and requirements. The PSS will report directly to the Director of Security and will report to the Assistant Director of Security in the absence of the Director of Security.

Education/Experience:
- Bachelor’s degree or equivalent security experience.
- 5-7 years’ experience as a CPSO or industrial security specialist managing SAP related programs in a facility (or facilities) containing medium to large SCIFs or SAPFs to include responsibilities for opening, closing, securing, monitoring, and auditing such facilities.
- Knowledge and experience using 32 Code of Federal Regulation (CFR) Part 117, NISPOM
- Familiarity and/or experience using JADE; have a working knowledge of Scattered Castles
- Familiarity and basic knowledge of TEMPEST countermeasures and assessments.
- Successful completion of basic applicable DCSA Center for Development of Security Excellence courses (or equivalent DoD/IC courses) such as: SCI Security Refresher (SCI100.16); Orientation to SAP Security Compliance Inspections (SA210.01); Introduction to Special Access Programs (SAPs) (SA101.01) Introduction to Information Security (IF011); Personnel Clearances in the NISP (ISI142); and Visits/Meetings in the NISP (IS023) etc.
- Familiarity with Technical Surveillance Countermeasures (TSCM) surveys and assessments.
- Hands-on experience using DISS and related programs for visitor management and personnel clearance verification. Experience administering, operating, monitoring, and troubleshooting alarms, access control systems, CCTV systems, and associated infrastructure.
- Experience overseeing the accurate inventory, distribution, accountability, and destruction of COMSEC keys and related material; training on maintaining COMSEC material and equipment
- Working knowledge of badging, access control systems, alarm systems, CCTV, and other related infrastructure.
Knowledge, Skills, and Abilities:
- Working knowledge of relevant DoD organizations, systems, websites, and databases needed to support a Cleared Defense Contractor.
- Working knowledge of Intelligence Community Directives, Special Access Program policies and NISPOM/32 CFR Part 117 requirements.
- Experience managing a COMSEC account for keyed COMSEC material.
- Familiarity and knowledge of the RMF process outlined in the Joint SAP Implementation Guide.
- Full established knowledge of creating and managing all aspects of the DD Form 254.
- Familiarity of physical security standards for SCIFs as described in ICD/ICS 705
- Ability to manage multiple tasks simultaneously and prioritize work appropriately.
- Ability to work independently as well as collaboratively with other technical and non-technical personnel in a variety of settings.
- Ability to positively interact on a professional level with senior government and university leadership.
- Knowledge and skill to operate Microsoft Office, including Word, Excel, Outlook, and Access.
- Knowledge of a government sponsor’s security program, policies, and procedures.

Additional Information:
Salary range is $86,160 – $107,700.

- Must be able to sit or stand either inside or outside for extended periods while maintaining a high level of vigilance and attention to detail
- Must be able to perform inspections both inside (e.g.- desks checks) and outside of facility (exterior building and grounds; this occasionally requires visual checks under raised floors and above ceilings
- Must be able to spend long periods of time standing and walking when escorting uncleared visitors or similar access-control related duties
- Must be able to perform data entry and security-related computer-based tasks for significant periods of time
- Must be able to respond to visual and auditory alarms and other indicators of emergency situations within the time and response parameters outline in the appropriate DCIDs, ICDs, NISPOM/32 CFR Part 117, and facility operating procedures
- Must be able to communicate visually and verbally with others effectively during both normal and emergency operations
- Occasional lifting and moving of equipment and supplies with weight of up to 25-30 pounds
- This is an essential position supporting ARLIS security occasionally requiring attendance on evenings, weekends, holidays, and during emergency closings, such as inclement weather..
