Summary of Position

The Subaward Manager provides strategic oversight and day-to-day management of all operations related to outgoing subawards issued as part of USNH’s sponsored programs portfolio. This position manages a team responsible for compliance and management including subrecipient monitoring, risk analysis, contract negotiation/execution, post award administration, and all other matters arising during the lifecycle of a subaward.

As part of this responsibility, this position ensures effective, efficient workflow, process management, and adherence to USNH, sponsor, federal, state, and other applicable policy and standards. This includes sponsored project policy development and implementation, workflow and process review and refinement, and providing guidance and input on general USNH fiscal and administrative policies.

The Subaward Manager provides subject matter expertise and consultation to USNH employees managing sponsored projects in SPA, and other administrative and academic units.

This position may represent USNH with external agency officials, often involving complex subaward and sponsored project matters within various institutional and interagency settings. The incumbent must have full understanding of the nuances of grants management requirements at different sponsor agencies in order to successfully coordinate, collaborate and determine resolution of issues while preserving the needs of the project, researcher, and USNH, and acting as a good partner with agency personnel and other USNH and sponsor representatives. The individual in this position will uphold a standard of excellent customer service and assistance to USNH’s researchers, as well as nurture positive relationships both inside and outside of USNH.

The Subaward Manager reports to the Director of Pre-Award Compliance and works with personnel across all teams in Sponsored Programs, and other USNH personnel involved in sponsored project subaward management.

Other minimum qualifications

  • Bachelor’s degree or an equivalent combination of education and research administration experience may replace the degree requirement.
  • Five (5) or more years of experience in research administration, including at least two (2) years related to outgoing subawards
  • One (1) or more years of supervisory experience
  • Comprehensive knowledge of the overall process for outgoing subawards, including subaward negotiation, risk evaluation and monitoring
  • Expertise in interpreting federal regulation, grant and contract terms, or other policy and applying to subawards, sponsored projects or other programs
  • Excellent verbal and written communication skills
  • Superior time management and organizational skills with attention to detail.


Additional Preferred Qualifications

  • Master’s Degree
  • Demonstrated experience problem-solving within a complex sponsor, state, or federal regulatory environment
  • Ability to formulate solutions balancing needs with resources, displaying considerable initiative and a professional disposition at all times
  • Previous subaward administrator or management role in a university setting
  • Certified Research Administrator

Duty/Responsibility

Subaward Management:
  • Provide oversight of the daily operations and processes for subawards issued under USNH’s sponsored programs portfolio.
  • Continually refine system methods, processes, and procedures to ensure effective, efficient workflow, process management, and adherence to USNH, sponsor, federal, state, and other applicable policy and standards.
  • This includes determining best practices, developing policies and procedures, and providing guidance and training on these methods and processes to all USNH personnel, colleges, and units engaged in sponsored project management university wide.
  • Serve as subject matter expert to USNH faculty and staff in SPA, and other units on sponsored project subaward management.
  • Serve as a resource to staff reviewing and monitoring compliance with applicable regulations, procedures, policies, and subaward administration principles, and make final determinations on allowability and compliance.
  • Review and interpret regulatory guidance for sponsor requirements on a variety of subaward matters, such as project expenditure restrictions, reporting deliverables, scope of work changes, and other fiscal and administrative inquiries.
  • Research sponsor requirements and ensure that appropriate documentation is prepared and submitted to sponsor agencies by SPA staff.
  • Determine effective resolution of sensitive or complex policy, financial and administrative issues related to subawards.
  • Ensure integrity and conformance to applicable standards of sponsored project and other policy implementation to minimize risk of financial loss and/or audit irregularities.
  • Represent USNH and serve as liaison on subaward administrative and policy matters in discussions with external stakeholders and sponsors when resolution with outside agency is necessary.
  • Oversee the subaward team ensuring that appropriate processes and procedures are in place for subaward team responsibilities.
  • Evaluation of external subrecipient organizations for compliance and financial risk.
  • Analyzing financial, audit and other documentation of subrecipient to evaluate internal controls, financial stability, and performance history.
  • Determining management plans or other appropriate action in response to subrecipient audit findings and risk exposure mitigation.
  • Drafting, negotiation, and execution of agreements with subrecipient organizations, ensuring appropriate flow-down terms and conditions from the prime USNH award and identification of special terms and conditions that may be required.
  • Identifying and resolving problematic reporting and invoicing clauses that are not being met by the subrecipient and communicating effective resolution with the USNH principal investigator and subrecipient organization.
  • Providing faculty, staff, researchers, and external collaborators with guidance on financial, administrative, and regulatory issues arising during the life of a subaward, ensuring excellent service while providing appropriate institutional oversight and responsible stewardship of sponsor funds.

Duty/Responsibility

Supervision and Leadership:
  • Perform all supervisory requirements, including approval of leave and timesheets and conducting performance reviews.
  • Advise and determine actions for hiring, performance or other sensitive employment matters for supervised staff.
  • Oversee and function as subject matter resource, ensuring that all subaward management responsibilities, requirements, and deliverable deadlines of the team are met.
  • Advise SPA staff on subaward management and compliance requirements based on review and interpretation of sponsored agreement terms.
  • Make final determination on subaward situations, including negotiated agreement terms and conditions, other proposal and award documents, and policy documents for federal, state, and private agencies.

Duty/Responsibility

Policy and Training:
  • Develop and refine system methods, processes, and procedures to ensure efficient and effective workflow for the management of sponsored project subawards.
  • These methods, processes and procedures determine how sponsored project proposal, contracting, risk assessment, and allowability determinations are managed.
  • Monitor federal and sponsor regulation related to subawards and develop or update USNH policies, procedures, and guidance accordingly.
  • Update or develop forms, manuals, and guidance necessary for the administration of subawards.
  • Provide subaward training and communicate policy changes to faculty and staff as needed.
  • Actively participate in the development and delivery of training on systems, procedures, and policy.
  • Other Duties as assigned.
