Primary Purpose:

Oversees the development and implementation of SDG&E's commercial portfolio strategy, including commercial negotiations, solicitations, advocacy, and policy design. Leads commercial efforts to develop the design of the Electric & Fuel Procurement (E&FP) energy supply portfolio while partnering with policy and modeling groups. Guides the long-term procurement strategy including meeting procurement compliance obligations, optimization activities and forward-looking planning efforts. Challenges the status quo, influence others and help lead the organization through change. Leads all competitive procurement of resources beyond one year to fulfill SDG&E's energy and resource capacity needs, including resource adequacy. Actively participate in SDG&E's resource planning and development of long-term planning and portfolio construction. Foster strategic execution and commercial acumen within the team.

Duties and Responsibilities:

  • Lead the development and long-term commercial procurement strategy informed by load departure, procurement requirements and SDG&E's Net Zero goals. Understands compliance requirements, commercial principles and risk to shape commercial policy and strategy to meet internal objectives and external requirements. Provides executives with timely and meaningful updates.
  • Provide guidance and oversight on all phases of Request for Offers (RFOs), Request for Proposals (RFPs), and overall procurement planning and execution. Partners with Legal, Regulatory, and other cross functional teams to lead the negotiation and execution of transactions such as Power Purchase Agreements (PPAs), Tolls, Buy-Outs, Contract Novations and Assignments and renewable tax equity investments. Ensures accurate reports of analysis and responses to data requests. Assesses the economic and commercial implications of policy proposals and in preparing comments.
  • Responsible for development and implement of commercial policy and procedures to meet energy procurement mandates, internal energy procurement goals, and optimize resources within SDG&E's portfolio.
  • Maintain industry knowledge of trends and issues of the evolving procurement landscape. Works to understand procurement challenges in the Western Electricity Coordinating Council (WECC) area, specifically California. Supports E&FP advocacy efforts in the policy arena with key audiences (e.g., CPUC, Federal Energy Regulatory Commission (FERC), California Independent System Operator (CAISO), California Energy Commission (CEC) and Legislature. Maintain in-depth understanding of regulatory decisions that govern procurement strategy, project evaluation and RFO requirements.
  • Inform and guide advocacy efforts related to procurement mandates, portfolio management and optimization efforts at the CPUC.
  • Partner with key internal teams (e.g., transmission planning, strategic planning, regulatory, regional public affairs) and external audiences (e.g., CPUC Energy Division analysts and trade associations) to provide commercial insight on regulatory policy and legislative proposals.
  • Prepare various presentation materials to groups such as the Procurement Review Group, executives and media.
  • Performs other duties as assigned (no more than 5% of duties).

Hybrid Schedule:

  • Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
  • Must reside in Southern California or be willing to relocate upon hire.

Required Qualifications:

  • Master's degree in business administration or JD (or other relevant graduate program) or equivalent work experience.
  • 10 years related work experience with long-term energy transactions and optimization efforts such as Power Purchase Agreements, Tolls, Buy-Outs, Blend and Extend.
  • 3 years of experience leading or directly managing employees, including performance management, training and development.
  • Advanced understanding of power and gas products and associated markets issues and trends.
  • Ability to interface with multiple stakeholders, including senior management.
  • Ability to present complex ideas in a simple and understandable manner.
  • Ability to manage multiple projects simultaneously and meet multiple deadlines.
  • Ability to both direct and conduct work.
  • Ability to work in a high-paced and multi-tasking environment.
  • Critical and strategic thinker.
  • Must reside in Southern California or be willing to relocate upon hire.

Preferred Qualifications:

  • Understanding of the CPUC regulatory process for Investor Owned Utilities (IOUs).
  • Current understanding of trends in commodity markets and the electric industry.
  • Chartered Financial Analyst (CFA).
